Manchester School closed in 1973 as the neighbourhood became less oriented to residential and increasingly dominated by commercial and retail uses.
After the City took title in 1999, planners recognized the opportunity to repopulate this area (which is just a few light rapid transit (LRT) stops from Calgary’s core business district), combine affordable housing for at-risk young people who are pursuing an education or job training, and provide stable, supportive and affordable housing for lower-income seniors.
As Calgary’s economic boom continued to accelerate into the early part of this century, both younger low-income singles and seniors faced bigger hurdles finding rental housing where they wanted to be – close enough to work, schools, training opportunities and other amenities that they could depend on public transit without wasting time on long commutes.
Redevelopment of the large Manchester School site as affordable housing would be a way to encourage the revival of the area as a mixed residential / commercial area while helping both younger singles and seniors.

The Manchester is a large development with a 14-storey apartment building and a low-rise three-storey building for seniors. Neither is simply affordable housing. There are 131 units of “progressive housing” in the high rise, which includes 30 studios, 91 one-bedrooms, and 10 barrier-free one-bedroom apartments. Tenants can live there for up to two years, as long as they are pursuing a realistic life plan to achieve self-sufficiency. They pay rent of $325 monthly for the first six months, at which time their progress is reviewed with their plan. Their rent increases to $375 for the next year. If they need another six months, their rent rises to $475.
At the end of two years, they are expected to re-enter the private rental market. Calgary Housing takes an active role assisting the tenants identify and secure their educational and training needs and any special supports they might need to succeed.
The seniors’ building, named Peter Coyle Place, is run by the Trinity Place Foundation to serve seniors who require assisted living but are unable to access market seniors’ housing. It accommodates and supports 70 seniors in a mix of individual suites and dormitory rooms.
